Britain and Spain finally reach a deal on driving licences for expats

It’s been one of the most drawn-out and frustrating sagas of Brexit but finally – Spain and the UK have reached agreement on driving licences.

Exchanging a British licence for a Spanish licence

Last week (March 16) it was agreed by the Spanish government that British driving licence holders living in Spain can request an exchange it for a Spanish one, without taking a new practical or theory driving test. This has been greeted with relief by many British expats who have been unable to drive for nearly a year.  

UK licence holders have not been able to legally drive in Spain after an extension period after Brexit ended on April 30, 2022 and their licences were no longer recognized. The restrictions came into force on May 1, after the Spanish and UK governments failed to reach an agreement by the deadline. 

This has been especially tricky for those living outside towns and cities. It is also welcomed by those planning on making a move to Spain – estate agents report that it has deterred some from going to Spain.  “I know this process has taken a lot longer than we all would have liked and has been very difficult for those affected,” said the British ambassador in Spain, Hugh Elliott.

It’s a reciprocal agreement, so the same goes for Spanish nationals who have established a residence in the UK. Information on traffic offences, speeding and illegal use of mobile phones etc will also be shared between the two governments.

Act fast

For those in Spain who need to change their licence – do it now. There is a period of six months – from 16/3/23 – for people to make the exchange and have it processed. If you were living in Spain before 16 March 2023, you can use your valid UK or Gibraltar driving licence to drive in Spain for six months. 

If you are about to move to Spain, your valid UK or Gibraltar licence will be recognised for six months from the date you obtained Spanish residence.

A caveat: If you hold a licence from Jersey, Guernsey or the Isle of Man, you cannot currently exchange this for a Spanish licence. You must apply for a Spanish licence as a non-EU national to drive in Spain, which involves taking both a theory and practical driving test.
